NAP protected alliances: POL, DUC, raU

Brothers in arms (Killing event) rules:

You CAN attack:

✅ Any player that is at a gathering tile.

✅ Any player whose city is found located outside of their safe zone (alliance HQ territory)

You CANNOT attack:

❌ NAP10 cities and NAP10 academy cities that are located within their safe zone (alliance HQ territory)

❌ NAP10 cities outside their safe zone actively engaging in a fortress battle or castle battle.
